“Does this project include Buy America provisions? Or is
it Buy American?” What’s the difference between the two? How will that
affect my pricing . . . and my bid? What influence do trade agreements have?
How does it affect project funding and the products that are funded? TSA
funding has always avoided this issue by not including BAA requirements but as
we move into an era where more and more of our projects are funded by the
transportation bill, FAA, or other government programs, we will all be subject
to compliance with the Buy American Act.
