BHS Contingency and  Critical Infrastructure

How much thought is given to BHS Contingency and being labeled as Critical Infrastructure for programs?  What is accurate? What is forgotten or left out?  Why is it important?

 

Most times Airlines are left scrambling  teams and leveraging resources not designed to handle baggage movement when BHS outages occur, making it nearly impossible to prevent impact.  Being projects are not blessed with unlimited budgets, they are often times affected by systematic program reviews that have critical components omitted or changed.   Baggage handling systems are not immune to these changes and in most cases, are the primary focus of reductions in overall design elements.  We would all agree if polled,  Industry, Airport, and Airlines would rate Baggage handling systems as a high priority, but yet we continue to see examples to the contrary by sacrificing functionality for cost.
